The historian John Henry has described this work as "an attempt to ingratiate English Catholics with Cromwell which advocated government by social contract and defended the regicide [of Charles I]". Needless to say the strategy came undone after the restoration of kingship in 1660. Yet the work is a nice example of Catholic political lobbying during the Interregnum.
