This pamphlet, of largely local importance, argues the superiority of the New South Wales system. Bentham had a longstanding interest in the role of prisons in criminal justice, designing a "model prison" in which the inmates are under constant surveillance, which was influential in the design of the jail at Port Arthur in Tasmania.
