1. Introduction
This document is a supplement to the Australian Government Internet Guide.
The University of Sydney Library is a depository library for all publications Ausinfo (previously the Australian Government Publishing Service), the Australian Bureau of Statistics (since 1998 via AusStats), and (until 1991) the New South Wales Government. Since 1991 when the depository scheme was discontinued, NSW government publications have been selectively purchased to attempt to maintain a comprehensive collection.
The Library collects Federal government publications and many publications of the state governments of Australia. Local government publications are not collected.
This guide mainly refers to items located in the Fisher Library (such as Microform, Audiovisual, Reference, Rare Books) unless otherwise indicated.
Some government publications in Fisher Library are arranged by a special classification in a separate location on the 9th floor of the Fisher Research Library. This arrangement is alphabetical by country, then alphabetical by type of publication, then chronological, e.g.:
G for Government publication
AUS for Australia
D for Debates
The publications on the ninth floor of Fisher Library are parliamentary publications.
Some sets of government publications are held in microform (location prefix MIC). These are shelved in the Audio-Visual area on Floor 3 of Fisher Library. Some publications are located in Storage.
All other government publications are located on the main shelves of Fisher and other libraries.

Prior to 1983, the Directory was published in a single annual volume. In 1983, the format was changed to meet the requirements of the Freedom of Information Act 1982.
Volume 1 is a listing of agencies, and their addresses and functions, published twice a year.
Volume 2 contains statements about each department or agency's organisation, functions, decision-making powers, consultative arrangements, categories of documents maintained, and facilities and procedures to enable members of the public to obtain access to documents. (Updated annually and located at RL354.9400025/6).
The Freedom of Information Act was amended in 1986 and requires that F0I statements be published in the Annual Reports of each department. From 198 the Commonwealth Government Directory has been a single volume.

3. Parliamentary Publications
3.1 Votes and Proceedings, and Journals
Votes and proceedings and Journals form the daily record of the business of the parliament. In the lower houses of parliament they are generally called Votes and Proceedings and in the upper houses they are usually called Journals or Minutes of Proceedings. They contain lists of committees, records of attendance, and details of papers tabled but not printed. The full texts of printed papers are sometimes bound with the Votes or the Journals.

These advise the public of the decisions made by parliament and the various government departments and instrumentalities. They contain information on public service appointments and promotions, public holidays, dates when new legislation will come into effect, bankruptcy notices, tender notices, details of re-organisation of government departments, etc. Bound volumes of the Australian and New South Wales government gazettes are located on Floor 9 of Fisher Library. 7. Bills
Copies of bills introduced into the New South Wales and Federal parliaments (and associated explanatory memoranda) are held in the Law Library only.
7.1 Bills of Federal Parliament
Bills are kept in a single alphabetical sequence for the session when each bill was first introduced, irrespective of House where introduced. The Law Library holds Federal Bills from 1967 onwards.
The Cumulative List of Bills and Associated Material is issued by AGPS approximately annually. The final Cumulative List for each session lists all versions of bills and explanatory memoranda introduced into Parliament during that session and supersedes all previous cumulative list for each session is filed or bound at the beginning of the bills for that session and serves as a checklist.
Customs Tariff Proposals and Excise Tariff Proposals formally place before Parliament all tariff alterations made by notices published in the Commonwealth of Australia Gazette. When published in the Gazette they enable collection of duty to commence immediately so that profits cannot be made from advance knowledge of the changes. Thus presentation to Parliament is a formal, legally required mechanism, which follows commencement of the changes, especially during a Parliamentary recess. The Proposals are later incorporated into Customs or Tariff Validation Bills which are amendments to the original Acts and pass through Parliament as normal Bills. After the passage of these Bills the Proposals are formally discharged by Parliament. The Proposals are filed alphabetically with the Bills under the words " Customs..." or " Excise..." in keeping with their appearance in the Cumulative List of Bills and Associated Material.
A limited number of bound volumes of bills are prepared for the Parliament and sets are presented to the Parliamentary Library and the National Library only. A proposal to publish further sets in microform has not yet borne fruit.

NSW Parliamentary Library - discards federal bills as they are passed. The remaining bills not passed into law are bound by session.
State Library - NQ346.94/5 1901-
UNSW Law Library - all kept and bound from session 1970-71-72.
7.2 Bills of the New South Wales Parliament
The Law Library holds NSW Bills from 1967 (incomplete holdings). Bills are kept in a single alphabetical sequence for the session when the bill was first introduced, irrespective of house where introduced. For each session the following lists

s for each session and provide a checklist of all bills with a legislative history of each.
Bills are filed for the session when introduced whether or not the bill was enacted in that form during that session. All versions or prints of bills are kept.
Note: a lapsed bill may be reintroduced during the following session, so the same text may sometimes be found amongst the bills of successive sessions with only the date changed. The date on a bill may also change during its progress through parliament
The lists are produced by the Legislative Assembly Office and Legislative Council Office respectively, and although forming a separate series, are found in the bound volumes of Votes and Proceedings of the Assembly and Journal of the Council. Actual date
of sessions may be ascertained from: NSW Parliamentary Record.
Format

Some bills accompanied by Explanatory Note. Cover has long title of Bill, date introduced and name of mover of first reading.
From 1977
Name of Bill (short title) replaces long title on first page.
From 1978
Size of bills reduced and Explanatory Note attached to front of each bill.
From Session 1984-85-86
Date of introduction and name of introducer no longer printed on the bill. From this Session 1st print, 2nd Print etc. is printed on the cover to indicate different versions of bills during passage through parliament.
Information Bulletin (sometimes subtitled " an outline of new legislation recently introduced", a publication of the then Department of Attorney-General and of Justice, inter alia is the forerunner of the Explanatory Note now issued with each bill. Issued 1974-78 in small format, and in 1979 in large format.
The time between a Bill passing both Houses and its presentation to the Governor for assent must be no more than two weeks, but is usually one week.

NSW Parliamentary Library: all bills bound alphabetically for each Session.
UNSW Law Library: collects federal (from 1970) and all states' bills and binds them by calendar year.
State Library: NSW bills not passed as law kept in pamphlet boxes in Mitchell, none bound.

All records relating to the Australian colonies that are held in the Public Record Office in London have been microfilmed by the Australian Joint Copying Project (AJCP), a joint venture between the National Library of Australia and the Mitchell Library, Sydney.
