1. INTRODUCTION
NOTE:
This document is a supplement to the
Government Internet Guide - Europe.
The European Union was originally formed by the merger of three distinct bodies:
- The European Coal and Steel Community (ESC)
- The European Economic Community (EEC or Common Market) and the
- European Atomic Energy Community (EURATOM or EACC).
[Note: This guide does not cover the Council of Europe, which is a separate organisation with different membership from the EU. The institutions of the Council of Europe include the Parliamentary Assembly, the European Court of Human Rights and the Committee of Ministers].
At the beginning of 1984, the University of Sydney was designated a European Documentation Centre, (EDC), and now receives most official publications of the Commission of the EU, the European Parliament, and the European Court of Justice. (Some official publications of the EU had been received before 1984).
This guide mainly refers to items located in the Fisher Library (such as Microform, Audiovisual, Reference, Rare Books) unless otherwise indicated.
This guide provides a brief guide to the institutional structure of the EU, information about official EU publications, and a selective list of publications held in the Library. Unless otherwise stated, the publications listed on the following pages are located in the Research Library wing of Fisher Library. The prefix R indicates publication is located in the Fisher Reference Collection on Floor 3. Some government publications in Fisher Library are arranged by a special classification in a separate location on the ninth floor of the Fisher Research Library. These publications are mainly those of parliaments, and government gazettes. Basically the arrangement is alphabetical by country or organisation, then alphabetical by type of publication, then chronological, e.g.:

The State Library of New South Wales has been a Depository Library for official publications
of the EU since 1952.
The original members of the EU were France, the Federal Republic of Germany, Italy, Luxembourg, Belgium and the Netherlands. The United Kingdom, Denmark and Ireland joined in 1973, Greece joined in 1981, and Spain and Portugal joined on 1 January, 1986. Greenland (part of Denmark with home rule) formally left the EC on 1 February, 1986.

4. EUROPEAN PARLIAMENT
The Common Assembly of the European Coal and Steel Community, which first met in 1952, was the predecessor of the European Parliamentary Assembly which served the three communities from 1958. In 1962 it adopted the name European Parliament (EP). Direct elections for the EP were held in 1979, 1984, 1989 and 1994. Previously it consisted of representatives from the national parliaments chosen from their own members. The EP is one of the few European Union institutions which holds its meetings in public. The Parliament publishes three principal official series: Debates, Minutes of Proceedings and Working Documents.

5. European Commission
The Commission, whose members are appointed by the member governments, was established in 1967 by the merger of the Commission of the EEC, the Commission of EURATOM, and the High Authority of the ECSC. As the executive authority, the Commission's tasks include: implementation of European Union policy, negotiation of trade agreements, and formulation of the European Union budget. The administrative apparatus of the Commission comprises 22 Directorates-General (External Relations, Competition, Transport, Budget, etc.) and 16 special services (Secretariat, Office for Official Publications, etc.)

6. COUNCIL OF THE EUROPEAN UNION
The Council of the European Union was created in 1967 by the merger of the Special Council of Ministers of the ECSC, the Council of the EEC, and the Council of EURATOM. The Council is the principal decision-making and legislative organ of the European Union, for example: it adopts legal acts and concludes agreements on behalf of the European Union. The Council consists of ministerial representatives and representation varies according to the agenda.

6.1 Committee of Permanent Representatives (COREPER)
Comprised of national officials of ambassadorial status, COREPER advises the Council of the European Union on Commission proposals, and prepares the work of the Council.
7. EUROPEAN COUNCIL
The European Council consists of the heads of government and foreign ministers, meeting at least twice a year. Although not mentioned in the treaties, and not part of the formal structure of the European Union, it provides political guidance and impetus. This system of regular summit conferences was institutionalized as the European Council in 1974 in a communique by the heads of government.
8. ECONOMIC AND SOCIAL COMMITTEE
ESC members are appointed by the Council from lists submitted by member governments. The Committee consists of representatives of employers, trade unions, consumer and professional bodies. The ESC has advisory status and its opinions have no binding force but the Rome Treaty obliges the Council and the Commission to consult it on various matters.

9. EUROPEAN LAW
EU law includes the treaties and ancillary agreements concluded by member states, secondary legislation of the Communities' organs (regulations and directives), administrative acts, and decisions and pronouncements of the European Court of Justice.

9.2 Legislation
The Official Journal of the European Union contains all official proposed regulations, directives, and resolutions etc. in the "C" series and all ratified legislation and decisions in the "L" series, both published daily. An Alphabetical Index and Chronological Table is published monthly.

9.3 Court of Justice of the European Union
The Court determines the validity of acts and decisions of EU organs, hears appeals against penalties, interprets treaties, and deals with breaches of European Union law by the member states. There is also a Court of First Instance to assist the Court of Justice.

9.4 British Parliamentary Committees
The House of Commons Select Committee on European Legislation considers draft proposals by the Commission of the EU for legislation and other documents published for submission to the European Council, reports to what extent UK law may be affected and recommends which of the EU documents should be debated by the full House. Fisher Library holds the reports of the Committee in the set of House of Commons Parliamentary Papers currently received on microfiche. (Location MIC328.4104/3)
The House of Lords Select Committee on the European Union considers draft and formal EU proposals, and reports on those which raise important questions of policy or principle. Reports of the Select Committee and of its Sub-Committee on Law are held in Fisher Library in the set of House of Lords Sessional Papers (location GUK/DL).
10. EUROPEAN COURT OF AUDITORS
The Court of Auditors was set up by a treaty of 1975 which entered into force in 1977. It is required to assist the Parliament and the Council in exercising their powers of control over the implementation of the European Union budget. The Court examines the accounts of all revenue and expenditure of the European Union. Reports of the Court are published in the Official journal. "C" series, and the Working documents of the European Parliament.
11. EUROPEAN INVESTMENT BANK
The EIB is an autonomous public institution within the European Union. The Bank provides loans for modernization of industry and investment in the energy sector in the European Union countries, and for the development of less developed regions.

Reports of scientific and technical research programmes of the EU and studies funded by the Commission are published as EUR documents, which are not generally supplied to the Library. However, individual EUR documents are provided free to the Library on request. The National Library in Canberra has a full set of EUR documents, available through inter- library loans service at Fisher Library.
